Virginia separates the CDL knowledge exams from the CDL skills test, so the correct checklist depends on which appointment you are attending. The skills test has the more demanding vehicle requirements and is the appointment where poor preparation can waste the most time.
For the CDL Knowledge Exams
Apply in person at a Virginia DMV customer service center. Bring the identity, residency, Social Security, legal-presence, and existing-license documents required for your application, along with the completed CDL/CLP application and payment for the transaction.
Study the Virginia Commercial Driver's Manual for the class and endorsements you need. Every CDL applicant takes General Knowledge, with additional tests for air brakes, combination vehicles, and endorsements as applicable.
Before the Skills Test
- Make sure you hold a valid Virginia driver license and your privileges are not suspended or revoked.
- Hold the appropriate CLP for the required minimum period or qualify under another DMV-listed eligibility path.
- Complete all applicable knowledge exams.
- Complete applicable ELDT and make sure DMV can verify it electronically.

Bring the Correct Test Vehicle
Virginia requires a properly registered vehicle of the type you want to be licensed to drive. DMV says the vehicle must be in safe working condition and have a valid safety inspection sticker, license plates, local decals when required, registration card, working brakes, safety belts, horn, lights, turn signals, mirrors, and speedometer.
Know the Test Structure
The Virginia CDL skills test consists of pre-trip inspection, basic vehicle control, and on-road driving. Translators cannot be used for the commercial skills test. The test may be taken only once per business day.
Avoid the Missed-Appointment Fee
Virginia DMV charges $50 for a missed CDL skills-test appointment when the required notice is not provided. If you know you cannot attend, contact the test site in advance rather than simply failing to appear.
