Start With a Texas Driver License
A first-time Texas CDL applicant must already hold a valid Texas driver license. The CLP is not a stand-alone identification credential and is only valid when carried with the underlying Texas driver license.
Step-by-Step Texas CDL Process
- Choose the CDL class and endorsements you need and study the current Texas Commercial Motor Vehicle Driver Handbook.
- Complete the Texas CDL application and make an appointment with a DPS driver license office.
- Bring the required identity, lawful-presence or citizenship, Social Security, medical self-certification, and other documents that apply to your situation.
- Pay the CLP application fee, complete the vision screening, fingerprints, and photo requirements, and take the required knowledge exams.
- Take the Texas knowledge tests in the DPS-required order: Texas Commercial Rules, General Knowledge, Combination for Class A, Air Brakes when applicable, then endorsements.
- Receive the CLP. Texas currently lists it as valid for 180 days, or until the underlying Texas driver license expires, whichever is earlier. It may be renewed once before expiration without retaking knowledge tests.
- Complete federal Entry-Level Driver Training when it applies to your Class A, Class B, B-to-A upgrade, or first P, S, or H endorsement.
- Hold the CLP for at least 14 days before the skills test on the normal first-time path.
- Schedule the skills test at a designated DPS site or, when eligible, through an authorized third-party testing provider. Provide a representative commercial motor vehicle.
- Pass vehicle inspection, basic vehicle control, and road testing, then complete the CDL issuance transaction.
English-Only Knowledge Testing
Effective June 1, 2026, Texas DPS administers all CDL and CLP knowledge examinations in English only. Spanish CDL knowledge tests are no longer offered and interpreters are prohibited. The hands-on skills test is also conducted in English.
Current Non-Domiciled CDL Rule
Texas resumed a limited non-domiciled CDL/CLP pathway on June 1, 2026 for applicants whose lawful-presence category is H-2A Temporary Agricultural Worker status.
