How to Get a CDL in Pennsylvania 2026: Step-by-Step Guide

Pennsylvania has one process detail that is easy to get wrong: the state requires a 15-day wait from issuance of the CLP before the Class A, B, or C skills test, not the generic 14-day wording commonly copied from federal summaries. Pennsylvania also separates the Knowledge Test Authorization from the actual driving permit.

Pennsylvania CDL process in order

1. Hold a valid Pennsylvania non-commercial driver license. PennDOT requires the underlying regular license before you apply for a Pennsylvania CDL permit.
2. Submit the Commercial Learner’s Permit application and self-certification form with the required fee. If you are in a non-excepted category, make sure current medical qualification is on record.
3. Receive Knowledge Test Authorization for the class, endorsements, or restriction removals requested. A KTA authorizes testing; it is not a permit to practice driving.
4. Pass the required knowledge tests at a Driver License Center. After you pass, PennDOT issues the CLP.
5. Complete applicable Entry-Level Driver Training from a provider on the FMCSA Training Provider Registry.
6. Wait at least 15 days from CLP issuance before the scheduled Class A, B, or C skills test. You may schedule the future appointment immediately after passing knowledge testing.
7. Pass the modernized vehicle inspection, basic control skills, and road test at a PennDOT CDL testing center or authorized third-party CDL tester.

The KTA and CLP are not the same document

The KTA gives you the right to appear for the requested knowledge tests. It cannot be used to practice in a commercial vehicle. PennDOT’s current FAQ says the KTA is valid for one year and gives three tries on that KTA for the knowledge test or tests. The applicant has one year to complete the required knowledge and skills testing before an extension is needed.

Pennsylvania uses a 15-day skills-test hold

Once the CLP is issued, the skills-test date must be at least 15 days later. You can schedule before the 15 days have elapsed as long as the actual appointment is outside the waiting period.

Medical information is now electronic

Since June 23, 2025, FMCSA transmits Medical Examiner’s Certificate information from the National Registry directly to PennDOT. PennDOT says it no longer accepts MECs in person or by email. Older instructions telling applicants to hand-deliver the certificate are outdated.

Current non-domiciled issuance pause

PennDOT currently states that, effective September 29, 2025, issuance of non-domiciled commercial driver products is paused until further notice. Applicants affected by that category should check the live PennDOT notice before making plans around an older rule.
