California adds an important state training rule on top of federal ELDT: an original Class A or B applicant must complete at least 15 hours of behind-the-wheel commercial training, including at least 10 hours on a public road, and submit form DL 1236 before the CDL can be issued.
Start With a California Class C License
A first-time applicant needs a standard California noncommercial Class C driver license before receiving the commercial learner permit. A temporary or interim California license is acceptable for this step under the current DMV instructions.
Step-by-Step California CDL Process
- Choose the CDL class and endorsements you need and study the current California Commercial Driver's Handbook.
- Complete the online CDL application.
- Visit a DMV office with the required identity, history, medical, and other documents. Submit the 10-Year History Record Check if you held a license in another jurisdiction during the applicable period.
- Pay the commercial Class A/B original application fee and complete the required knowledge tests.
- Receive the CLP and hold it for at least 14 days before taking the CDL skills test.
- Complete federal ELDT when it applies through a registered training provider.
- For an original California Class A or B CDL, complete at least 15 hours of behind-the-wheel training, including at least 10 hours on public roads, and have the training provider complete DL 1236.
- Schedule the commercial skills test and bring a representative vehicle for the class and endorsements you seek.

CLP Validity
California states that the CLP is valid for a maximum of 180 days from issuance. It may be renewed for an additional 180 days as long as the expiration does not extend more than one year from the initial application date.
