The legal minimum and the realistic Michigan timeline are different. Federal law creates a 14-day floor after the CLP is issued, but most applicants need longer because they still must complete applicable ELDT, get enough behind-the-wheel practice, and secure a third-party skills-test appointment.
The fastest possible sequence
- Prepare documents, medical status, and knowledge-test study before the first Secretary of State visit.
- Pass the required knowledge tests and obtain the CLP.
- Use the 14-day CLP holding period for applicable ELDT and supervised practice.
- Confirm the training provider has reported ELDT completion to FMCSA.
- Take the skills test with an approved Driver Testing Business after the holding period and when you are actually prepared.
- Return to a Secretary of State office after passing to complete the CDL transaction.
Michigan lets the permit and ELDT overlap
Federal ELDT rules do not require theory training to be finished before a CLP is issued. Michigan's CDL application guidance likewise allows the CLP stage to occur before ELDT is complete. For many applicants, that means the most efficient plan is to pass the knowledge tests first and then complete training during the mandatory permit-holding period.
