Federally, under 49 CFR 383.5 , a Passenger (P) endorsement is required for any commercial vehicle designed to transport 16 or more passengers, including the driver . But this is a floor, not a fixed national number — states can and do set stricter thresholds.
Design Capacity, Not Actual Ridership
For federal CDL licensing, passenger capacity is based on how many people a vehicle is designed to carry, including the driver, rather than the number aboard on a particular trip. A vehicle designed for 16 or more people can trigger passenger CDL requirements even when nearly empty. The vehicle class, intended operation, and applicable state exceptions also matter; verify those before accepting a driving assignment.
The Knowledge Test — 4 Sections
The passenger knowledge test covers vehicle inspections, passenger safety, loading and unloading, emergency procedures, and safe operation. Exact question counts and test scheduling depend on the state licensing agency; study the current state CDL manual and ask which tests apply to your vehicle.
The Required Skills Test
The P endorsement ordinarily requires a passenger-vehicle skills test in addition to a knowledge test. CDL Class C passenger operations can qualify even when the vehicle is below the Class A or B weight thresholds. Study passenger loading, safe stops, emergency exits, passenger management and post-trip inspection in your state commercial driver manual. Avoid licensing surprises
Ask your licensing agency whether your target vehicle also requires a school bus (S) endorsement, a different CDL class, or additional employer checks.
